How it started
One truck, and a phone somebody answered
Panther Dumpster Rental started with a single roll-off truck and a handful of containers, put on the road by Michael Davis, a lifelong Virginia resident who was tired of watching haulers around South Hampton Roads stay hard to reach, vague about timing, and quick to add a charge nobody had mentioned on the phone.
So the pitch was the opposite: one number that covers the job, a delivery time we actually hit, and someone answering the phone who has genuinely loaded a container. The mission has not changed since — to make waste removal easier, cleaner and more responsible for everyone in Chesapeake, Virginia — and in a city this size, word moves fast. One remodeler tells another, a roofer mentions it to a supplier, and inside a couple of years one truck was not enough.
The company is bigger now. The rules have not moved.

The number we give you covers delivery, the rental period, pickup, fuel, disposal and a stated tonnage allowance. If a job looks likely to run heavy we say so before the truck leaves, not after it is weighed.
We know the Virginia rules cold
Virginia keeps a tight rein on scrap tires — state law makes it illegal to stockpile more than 100 on a property without a permit — and lead-acid batteries, used motor oil and refrigerant appliances all have their own required routes. We tell you what has to come out of the load up front, which is the difference between a clean job and a rejected one.

Serving this corner of coastal Virginia properly means knowing things a national dispatcher never will. That the streets around South Norfolk and Great Bridge are older and tighter than the newer subdivisions further out toward Grassfield and Hickory, where the lots run longer but the ground can hold water after a heavy rain in a way a dry driveway never suggests.
It means knowing the housing. A good share of what was built before 1978 carries lead paint that has to be assessed before anything gets broken up, and older neighborhoods closer to the water carry more of it than the newer construction further inland. Nearly every job here is shaped by flat, low-lying ground more than by anything underground — where a container sits matters as much as what goes in it.
And it means the calendar. Hurricane season, roughly June through November, brings downed trees and storm debris with almost no warning, and the summer thunderstorms that come with it do the same on a smaller scale. Spring and fall are the steadier renovation months. When a storm does come through, everything gets rearranged and we run yard-waste and storm loads until the limbs are off people's yards.

What a normal week looks like
Monday might open with a 15 yard on a short drive in Great Bridge for a garage cleanout, then a swap on a framing job out toward Grassfield where the crew filled a 30 faster than anyone planned. Tuesday could be a tear-off in Western Branch where the box has to sit tight to the carport because the lot slopes away toward the ditch.
Midweek there is usually an estate clearance — a family home in South Norfolk or Deep Creek, where the job is as much about patience as tonnage. Fridays lean commercial: restaurant and retail fit-outs, light industrial tenants near Greenbrier, property managers turning units.
Then the weather leans on all of it. Today that same crew hauls for homeowners clearing a single garage, roofers stripping a tear-off, and contractors running several sites at once across Chesapeake, Portsmouth, Suffolk and the wider South Hampton Roads area.
Are you licensed and insured?
Yes — licensed to haul in Virginia and carrying general liability and commercial auto cover. If you are a contractor, property manager or association and need a certificate of insurance on file before we come on site, ask when you call and we will usually have it issued the same day.
What areas do you cover?
Chesapeake and across Portsmouth, Suffolk and the wider South Hampton Roads — Great Bridge, Greenbrier, Deep Creek, Western Branch, South Norfolk, Indian River, Pleasant Grove, Hickory, Grassfield, Bowers Hill, Edinburgh and Fentress among them. If you are just outside that ring, call anyway.
Do you know the Virginia disposal rules?
In detail, because we deal with them every day. Virginia keeps whole scrap tires strictly regulated — state law makes it illegal to stockpile more than 100 of them on a property without a permit — and lead-acid batteries, used motor oil and refrigerant appliances all have their own required routes rather than the dumpster. The usual bans apply to liquids, paint, solvents, fuel, chemicals, propane and asbestos too. We tell you what has to be separated before you load anything, rather than after a load gets turned away at the transfer station.
My driveway is steep and narrow. Can you still deliver?
Usually. A loaded roll-off truck wants roughly 60 feet of straight approach and clear overhead room, and plenty of lots around here do not have it. The answer is normally a smaller container placed differently rather than no container at all. Describe the drive when you call — a two-minute conversation beforehand is worth far more than a failed delivery on the day.
Do you work with contractors on ongoing accounts?
We do, and a good share of our week is repeat trade. Accounts get priority on swap-outs, consistent pricing across every site you are running, certificates of insurance on file and consolidated invoicing. If you have more than one job live at a time it is worth setting up properly.
